SPECIAL TOWN COUNCIL MINUTES

June 30, 2005

MUNICIPAL MEETING FACILITY


5:00 P.M. Chair Lowe called the meeting to order and asked for the Pledge of Allegiance.


Councilors Present: Chair Forrest Lowe, Robert A. Galloupe, Douglas A. Rice, Louise V. Ansari, Barbara A. Desmarais, Ralph L. Tucker, and Joanne T. King.


Councilors Absent: W. David Watson, Jacqueline A. Sartoris.


Town Staff Present: Donald H. Gerrish, Town Manager; Elin M. Gould, Deputy Town Clerk; John Eldridge, Finance Director; and the TV video crew.


Correspondence: None.

Adjustments to the Agenda: None.


102. The Town Council will consider adopting resolutions authorizing the transfer of funds between Municipal Departments.


Manager Gerrish said that revenues ended up over eight hundred thousand dollars ($800,000) more than expectations, due mostly to money received from the privatized Navy housing. Revenue sharing was budgeted at $1.8 million dollars and the town received one hundred sixty five thousand dollars ($165,000) more than that. Expenditures were in the black and overall the town was right on budget for the year. He then listed the departments where transfers were necessary. He said he was pleased with everyone’s work.


In response to a question from Councilor Galloupe, Mr. Eldridge said that for capital projects money is moved from the general fund to a capital fund and can be carried over to the next year, and other expenditures can be carried forward if the funds have been encumbered.


Councilor Galloupe moved, Councilor Desmarais seconded, to adopt a Resolution Authorizing The Transfer Of Funds Between Municipal Offices, Departments And Agencies. The motion carried with seven (7) yeas.

103. The Town Council will consider adopting a resolution authorizing the over-expenditure of certain accounts for the Fiscal Year Ending June 30, 2005.


Mr. Eldridge said the town operates on a modified accrual basis and bills will come in throughout July for goods and services received up until June 30, which must be paid from the 2004-2005 budget.


Councilor Desmarais moved, Councilor King seconded, to adopt a Resolution Authorizing The Overexpenditure Of Certain Accounts For The Fiscal Year Ending June 30, 2005. The motion carried with seven (7) Yeas.

104. The Town Council will consider any other action necessary to close out the 2004-2005 Fiscal Year and take any appropriate action.


Mr. Eldridge said the first resolution, for sixty five thousand dollars ($65,000), is an emergency appropriation to cover the amount of overage in the Public Works winter maintenance account, and that the town expects reimbursement from FEMA that will offset this shortfall.


Councilor Rice moved, Councilor Tucker seconded, to adopt a Resolution For An Emergency Appropriation Of $65,000 From Unappropriated Available General Fund Revenues To Fund Unanticipated Expenditures As The Result Of Winter Maintenance Operations During The Winter Of 2004-2005. The motion carried with seven (7) yeas.


Mr. Eldridge said the next resolution is to write off uncollectible personal property taxes from 1998 and prior, totaling about fifty seven thousand dollars ($57,000). He went on to say this is less than one-half of one percent of all the personal property taxes levied during that period.


Both Mr. Gerrish and Mr. Eldridge said that the town was aggressive in working to collect this money, they have done their best and every means has been exhausted.


Councilor Desmarais moved, Councilor Ansari seconded, to adopt a Resolution Authorizing The Town Treasurer And Town Tax Collector To Write Off Certain Tax Accounts Deemed Uncollectible. The motion carried with seven (7) yeas.

105. The Town Council will consider the six-month Beano and Games of Chance licenses for the Brunswick Elks Lodge, Evergreen Senior Citizens Club and Knights of Columbus, and will take any appropriate action.


Councilor King moved, Councilor Galloupe seconded, to approve the six-month Beano and Games of Chance licenses for Brunswick Elks Lodge, Evergreen Senior Citizens Club and Knights of Columbus. The motion carried with seven (7) yeas.
