The Town of Brunswick offers a variety of benefits to regular full-time employees and part-time employees who work more than twenty (20) hours per week on a year-round basis. Benefits options selected by the employee are paid through bi-weekly payroll deductions. The Human Resources Department is available to provide assistance regarding benefit questions and enrollment. Health Insurance

Employees and their eligible dependents may participate in the Town of Brunswick’s health insurance plan. The Town of Brunswick offers an 85%/15% (pre-tax) split for all health insurance options, which include: Employee Only; Employee-Child(ren); Employee-Spouse or Domestic Partner (imputed income applies to the DP Plan) and Employee-Family.  Deductions are made on a bi-weekly basis.  Employees have 60 days from their date of hire or qualifying event to enroll. Coverage begins on the first day of the month following enrollment. Open enrollment (a yearly opportunity to join without a qualifying event) is held during November/December of each year with an effective date of coverage of January 1st.

Brunswick offers health insurance through the Maine Municipal Employees Health Trust. The Heath Trust has entered into an agreement with Anthem Blue Cross and Blue Shield as the insurance carrier.

The Comprehensive Point of Service Plan (POS-C) requires that each covered member select a Primary Care Physician (PCP). Subject to certain rules, benefits are paid at a higher level of coverage and many services are covered at between 80 to 100% after a $15 co-pay to encourage wellness and preventative care.

Life Insurance

There are several opportunities available to obtain life insurance as a Town of Brunswick employee:

  1. For employees who participate in the Maine Municipal Employees Health Trust medical plan; Basic life insurance is automatically provided free of charge for the employee. This coverage equals one times the annual salary of the employee. Should an employee elect not to participate in the health insurance program, life insurance is not provided (but may be purchased separately).
  2. As of February 1, 2012, employees have the option of purchasing additional Life Insurance (Basic or Supplemental) through the Maine Municipal Employees Health Trust.
  3. As an alternative, employees may purchase life insurance through the Maine Public Employees Retirement System Group Life Insurance Program. Life insurance may be purchased as follows: Basic (one times the salary), Supplemental/One (doubles the salary), Supplemental/Two (triples the salary), and Supplemental/Three (quadruples the salary). Dependent plans are also available for spouse and children (Basic coverage required). Any Life insurance elected from the Maine Public Employees Retirement System Group Life Insurance Program is 100% paid by the Employee through bi-weekly payroll deductions.

Income Protection Plan (Short Term Disability)

The Town of Brunswick offers a Short Term Disability Income Protection Plan through the Maine Municipal Employees Health Trust. All employees working 20 hours a week or more are eligible to participate. Employees pay 100% of the premium to enroll on a pre-tax basis. Employees have 60 days from the date of hire to enroll without providing Evidence of Insurability (clearance by their physician).  Evidence of Insurability is required for any employee wishing to enroll at a later date. Coverage begins on the first day of the following month after enrollment.

An employee may elect to receive this benefit at 40%, 55% or 70% of their gross salary. In the event of an accident or illness (non-work related), the employee will then receive a weekly check (salary replacement) at the level selected. Benefits for accident-related causes begin on the first day of disability. Benefits for illness-related causes begin on the eighth consecutive day. The maximum period for which benefits are paid is 52 weeks.

Dental Insurance

Dental insurance is offered to all Town employees and their eligible dependents through Ameritas Group. Dental insurance is 100% paid by the employee on a pre-tax basis and deducted from bi-weekly payroll. Employees may enroll at any time for dental insurance; however, when an employee enrolls at the time of hire, a 12-month late entrant provision is waived and full dental benefits are effective as of the first of the following month. Late entrants to the Ameritas Plan will have Basic coverage for the first twelve months only, with the full Plan available after that time.

Should an employee enroll at the time of hire, covered benefits include 100% for certain procedures, 50% for root canals and other major dental procedures, and a $1000 lifetime maximum towards (Child) Orthodontia.  Plan information is available from the Human Resources Department.

In addition to the dental plan offered by Ameritas Group; Town employees also have the option of dental insurance via the Maine Municipal Employees Health Trust. The Plan is through Northeast Delta Dental and includes many differences from the Ameritas Group Dental Plan.  The MMEHT Dental is also 100% employee paid on a pre-tax basis.

Employee Assistance Program

The Town of Brunswick’s Employee Assistance Program (EAP) is administered by Anthem and provides up to three free visits with a counselor for confidential, professional mental health services for employees and their families.  If additional visits are needed;  mental health appointments are covered (following co-pay) through the Town’s health insurance.  This is a confidential service available for a wide range of topics including: relationship and family concerns; anxiety, depression, stress, alcohol and drug abuse; financial, legal and child/elder care issues.

Flexible Spending Accounts for Health and/or Dependent Care

The Town offers both Medical and Dependent Care Reimbursement Accounts. An employee may defer up to $5,000 on a pre-tax basis for Dependent Care. Eligible reimbursement activities include pre-school, day camps, daycare, after school care, etc. An employee may defer up to $2,000 ($3,000 for AFSCME Union members) pre-tax basis for Medical expenses. Eligible expenses include various costs not covered by health or dental insurances (co-pays, eyeglasses, prescriptions, orthodontia and more).

These programs offer employees the opportunity to save on known or anticipated expenses for themselves, their spouse and dependents for which they are responsible under IRS laws. Employees may enroll as new employees, upon a qualifying status event, or during the annual open enrollment period. Please contact Human Resources for enrollment materials and assistance.

Retirement:

Social Security: The Town of Brunswick participates in the Social Security System for all employees except Fire Department employees. This is a mandatory contribution per pay period.

Maine Public Employees Retirement System (Maine PERS): Members of the Brunswick Fire Department are required to participate in the Maine Public Employees Retirement System. All Town of Brunswick employees have the option to enroll upon hire. Maine PERS offers a defined retirement benefit plan which includes long-term Disability Benefits if an eligible employee becomes disabled prior to retirement and Survivor Benefits which are paid to a designated beneficiary should the employee die before retirement.

Maine Public Employees Retirement System participants contribute 6.5% pre-tax toward the Plan. The Town of Brunswick makes contributions on each employee’s behalf as determined by an annual actuarial basis.

Employees must elect or decline participation in Maine PERS within seven days of hire. Due to Federal Law changes in 2010, a new employee may only have one opportunity to join the System (upon hire). A five-year vesting period is required to receive benefits.

ICMA RC 457 Plan and/or ING/AETNA 457 Deferred Compensation Plans: The Town of Brunswick offers two deferred compensation plans that enable an employee to save and invest funds for retirement with taxes deferred until the assets are withdrawn. All earnings accumulate tax-deferred.

Both deferred compensation plans can be initiated, increased, decreased, stopped or restarted as often as an employee may wish without fees or penalties. Should an employee leave the Town of Brunswick, both plans are portable and can be transferred, consolidated or remain in place.

The Town of Brunswick encourages retirement saving by employees. When an employee participates in a 457 Plan instead of the Maine Public Employees Retirement System (Maine PERS), the Town will contribute two times the employee contribution to a maximum of 6%. If an employee chooses to participate in both Maine PERS and a 457 Plan, the Town will not contribute to the 457 Plan.

Educational Reimbursement

The Town of Brunswick will fund educational assistance provided by an accredited institution for full-time employees. Employees must have successfully completed their probationary period and received prior approval of courses. An employee may be reimbursed for no more than eight (8) credit hours in any one semester and $5,250 in any one year. The maximum reimbursement per credit hour will be consistent to the cost per credit hour charged by the University of Southern Maine. The Town will reimburse 100% of eligible expenses for a grade of A; 75% for a grade of B; and 50% for a grade of C.
